In plain English: what makes something worth buying, what should be ignored, when to want more confirmation. Then set a budget, a cap per position, and how often it may buy.

It researches

Before the market opens, Phoebe reads the companies in view — filings, price history, what moved overnight — and notes any price zone worth waiting for, with its reasoning written out.

It watches

Each zone is checked about once a minute while the market is open. Nothing else happens during this time, which is most of the time.

WHEN PRICE ARRIVES

It decides, then buys

It looks again with fresh information, checks every one of your limits, and either buys or writes down why it did not. You get a notification after the fact.

What you actually do

Setup runs once and takes a few minutes: sign in, connect a Robinhood or Webull account you already have, write or accept a starting plan, set your limits, and agree to them.

After that, the app is something you read rather than operate. The home screen shows what is being watched and what is held. The journal shows every decision, including the days nothing happened. Both are read-only by design — the only things you change are your plan and your limits, in Settings.

What it will not do

  • It will not ask you to approve each purchase. You agreed to the limits once; it works inside them.
  • It will not exceed a limit, even if its own analysis says it should. Limits are enforced separately from the reasoning.
  • It will not short, or use margin, ever. Neither is available to it.
  • It will not move money. Transfers, deposits and withdrawals are outside what it can do at all.
  • It will not sell because you turned it off. The switch stops buying; it never liquidates.

When something is wrong

If your broker connection expires, if the market data goes stale, or if your plan cannot be read, Phoebe stops buying and tells you. The safe state is always to do nothing.

The same applies before you have finished setting up: with no budget set, nothing is ever bought.
